This plan is formulated to continuously deepen the "run once at most" reform under the premise of "one online office", accelerate the construction of a unified, intelligent, convenient and efficient online government service system in the province, comprehensively improve the digital and intelligent level of public services, and continuously meet the multi-level and diversified service needs of enterprises and the masses.
I. General requirements
(1) Guiding ideology.

Adhere to the concept of system and overall planning. According to the working idea of "overall promotion, single-point breakthrough and steady improvement", we will optimize the top-level design, strengthen business connection, system connection and technology connection, clarify the scope of work, responsibility boundary and coordination mechanism of local and departmental departments, and build a "vertical and horizontal coordination, up and down linkage" promotion pattern of the province’s integration work.
Adhere to demand orientation and apply traction. Starting from improving the satisfaction and sense of gain of enterprises and the masses, we will innovate application scenarios, expand service areas, and accelerate the in-depth application of artificial intelligence, big data and blockchain in areas such as people’s livelihood services, business environment and government governance.
Adhere to business collaboration, sharing and openness. Deepen cross-level, cross-regional, cross-system, cross-departmental and cross-business system docking, data sharing and business collaboration, establish and improve a unified data transmission, data aggregation and data sharing hub in the province, and build an integrated government service platform ecosystem in the province.
Adhere to online and offline integration. Actively promote the unified standardization, synergy and seamless integration of online and offline channels. Pay attention to the needs of key groups such as the "old, weak and disabled" and people in ethnic areas, actively eliminate the "digital divide" and constantly improve the level of generalization, equalization and convenience of government services.
Adhere to coordinated development, safety and controllability. Correctly handle the relationship between innovation and development and security, strictly protect business secrets and personal information security, improve the network security and data security guarantee system, and effectively build a safe bottom line.
(3) Overall objectives.
In 2023, the provincial integrated government service platform basically completed the upgrading of basic support capacity, and the relevant industry systems were effectively optimized and integrated; The province’s electronic license and electronic signature application sharing service system has been basically completed; The standardized and dynamic management mechanism of government service matters has been basically established, and the high-frequency matters have basically achieved "one thing at a time" and "cross-provincial management", and the basic support capacity of "one network management" has been significantly enhanced.
In 2024, the level of intelligence and intellectualization of government services will be further improved, and the platform and intelligent customer service system of smart government affairs will be fully completed, and the demonstration and application project of "One Network Office" will make significant progress; The integrated management of government services has been gradually extended to the whole life cycle of enterprises and individuals. "Online management, handheld management, nearby management, one-time management and one-license management" is easier and easier to handle, and the innovative ability of "one network management" has been significantly improved.
In 2025, the level of standardization, standardization, convenience and intelligence of government services in our province will be greatly improved, and the online and offline government services will be deeply integrated and developed in a coordinated way. Two, comprehensively improve the "one network" business support capabilities.

Before the end of 2022, we will promote the national pilot application of "one card" for network identity identification code, electronic identity and social security card residents’ services, and realize the credible authentication and verification of natural person’s network identity security. By the end of 2023, the "blockchain+government service" pilot project will be completed, and the basic support capacity of blockchain will be basically available to build a "blockchain+government service" demonstration zone in Sichuan; Expand the application of network identification code in scenarios such as electronic card lighting service and provident fund inquiry; Establish a provincial integrated government service platform safety management center to improve the ability of fault discovery, response, coordination, disposal and feedback.
