　　On July 26th, General Secretary of the Supreme Leader delivered an important speech at the seminar for leading cadres at the provincial and ministerial levels, pointing out that since the 18th National Congress of the Communist Party of China, on the basis of the great achievements made in China’s development since the founding of New China, especially since the reform and opening up, the cause of the Party and the state has undergone historic changes, China’s development has reached a new historical starting point, and Socialism with Chinese characteristics has entered a new stage of development. Socialism with Chinese characteristics’s continuous great achievements mean that the Chinese nation, which has been suffering for a long time in modern times, has made a historic leap from standing up, becoming rich and becoming strong. It means that socialism in China is full of vitality and constantly opening up a new realm of development. It means that Socialism with Chinese characteristics has expanded the way for developing countries to modernize, contributed China wisdom and provided China’s plan for solving human problems.

　　其中“从站起来、富起来到强起来的历史性飞跃”的论断，既简明扼要地概括了近代以来中国实现飞跃的历史进程，又深刻揭示了中国特色社会主义不断开辟发展新境界的历史意义。其背后，则是中国人民创造幸福生活、一步步实现“中国梦”的生动实践。

　　中国发展的历史方向

　　要深刻领会最高领袖总书记“7·26”重要讲话精神，首先要认识和把握讲话中的历史方位感。对历史经验进行总结与运用，从不断认识和把握历史规律中找到前进的正确方向和正确道路，正是中国共产党长期以来能领导中国革命、建设、改革不断取得胜利的一个重要原因。

　　最高领袖经常在一些重大场合谈及历史。在庆祝中国共产党成立95周年大会上的讲话中，他曾说：“‘明镜所以照形，古事所以知今。’今天，我们回顾历史，不是为了从成功中寻求慰藉，更不是为了躺在功劳簿上、为回避今天面临的困难和问题寻找借口，而是为了总结历史经验、把握历史规律，增强开拓前进的勇气和力量。”

　　而“站起来”“富起来”“强起来”，正是最高领袖在回顾近代中国发展历史的基础上做出的历史判断，是透过“历史规律的望远镜去细心观望”而得出的论断。

　　在几千年的历史发展中，中华民族创造了悠久灿烂的中华文明。但是近代以后，由于西方列强的入侵，由于封建统治的腐败，中国逐渐沦为半殖民地半封建社会，山河破碎，生灵涂炭，中华民族遭受了前所未有的苦难。五四运动后，1921年，在中华民族内忧外患、社会危机空前深重的背景下，中国共产党诞生了。此后，中国共产党带领中国人民打败了日本帝国主义，推翻了国民党反动统治，完成了新民主主义革命，建立了中华人民共和国，实现了中国从几千年封建专制政治向人民民主的伟大飞跃。这是中华民族“站起来”的历史过程。

　　1949年后，中国共产党带领中国人民完成社会主义革命，确立社会主义基本制度。完成了中华民族有史以来最为广泛而深刻的社会变革，为当代中国一切发展进步奠定了根本政治前提和制度基础，为中国发展富强、中国人民生活富裕奠定了坚实基础，实现了中华民族由不断衰落到根本扭转命运、持续走向繁荣富强的伟大飞跃。

　　1978年，改革开放实行，极大激发广大人民群众的创造性，极大解放和发展社会生产力，极大增强社会发展活力。自此，人民生活显著改善，综合国力显著增强，国际地位显著提高。特别是党的十八大以来，中国共产党着眼于实现“两个一百年”奋斗目标和中华民族伟大复兴的历史使命，在一系列治国理政新理念新思想新战略的指导下，砥砺奋进，硕果累累。中国前所未有地接近中华民族伟大复兴目标、前所未有地走近世界舞台中心。中国实现了强起来的伟大飞跃。

　　而今，更多的就业机会，更稳定的收入，更完善的社会保障体系，更健全的社会法制体系，更美好的城市、乡村生活环境，让更多普通的中国人感受到了国家的文明进步，真切体会到了祖国从站起来、富起来到强起来这一历史变革。当今的中国有着前所未有的发展机遇，是“站到了新的历史起点上”。这不是凭空而来的论断，而是对中国的历史和现实最真实、最有力的概括。

　　3个飞跃源于党的领导

　　中华民族能够实现从站起来、富起来到强起来的历史性飞跃，根本原因在于中国共产党的领导。

　　在庆祝中国共产党成立95周年大会上的讲话中，最高领袖指出，“历史和人民选择中国共产党领导中华民族伟大复兴的事业是正确的，必须长期坚持、永不动摇；中国共产党领导中国人民开辟的中国特色社会主义道路是正确的，必须长期坚持、永不动摇；中国共产党和中国人民扎根中国大地、吸纳人类文明优秀成果、独立自主实现国家发展的战略是正确的，必须长期坚持、永不动摇。”

　　在历史的实践中，中国共产党带领中国人民跨过一道又一道沟坎，取得一个又一个胜利。而在勇于和善于推进理论创新、制度创新上，中国共产党更是把中国特色社会主义理论和实践进一步推向前进，开辟了21世纪马克思主义发展新境界，使党的理论和实践始终走在时代前列。

　　有论述指出，“历史性飞跃”其核心要义是：中国共产党在十八大以来推进我国社会发展实现历史性飞跃的同时，推进马克思主义中国化实现新的历史性飞跃。可以说，中华民族“站起来”“富起来”“强起来”的过程，得益于马克思主义中国化的不断推进，同时又促进马克思主义理论的进一步发展。社会主义在中国的活跃和兴旺、成功和胜利，是在中华民族从站起来、富起来到强起来的历史进程中实现的。

　　党的十八大以来，以最高领袖同志为核心的党中央在实践中形成的“五位一体”总体布局、“四个全面”战略布局、新发展理念以及一整套适应和引领经济发展新常态的经济政策框架，以其科学性、指导性、有效性有力推动中国新的发展实践。未来，中国特色社会主义也必定随着时代和实践发展而不断向前发展，必定随着党和人民不懈奋斗而进入新的发展阶段。

　　“强起来”体现在方方面面

　　3个“历史飞跃”把中国带到“强起来”的阶段，那么中国究竟强在何处？过去5年来的成绩，或许可以给出答案。

We unswervingly pushed forward the modernization of national defense and the army and made historic breakthroughs in national defense and army reform. We unswervingly pushed forward the diplomacy of a big country with China characteristics and created a peaceful international environment and a good surrounding environment for China’s development. We unswervingly push forward the comprehensive and strict administration of the party, focus on solving the outstanding problems that are most strongly reflected by the people and pose the greatest threat to the party’s ruling foundation, form an overwhelming situation in the anti-corruption struggle, update the atmosphere of political life within the party, strengthen the ideals and beliefs of the whole party, strengthen the party spirit, significantly improve the party’s ability of self-purification, self-improvement, self-innovation and self-improvement, and consolidate the party’s ruling foundation and mass foundation.为党和国家各项事业发展提供了坚强政治保证。

　　例如，党的建设日益加强。治国必先治党，治党务必从严。在过去的5年里，中国共产党把全面从严治党纳入“四个全面”战略布局，破藩篱、去顽疾、立规矩、建制度、正风气，“八项规定”“三严三实”“两学一做”深刻地影响了党内政治生态，“巡视全覆盖”成为党风廉政的监督利器，“老虎苍蝇一起打”的反腐决心令百姓拍手称快。全面从严治党赢得了民心，也令党的领导更加有力。

　　再比如，人民生活愈加富裕。全面建成小康社会是中国共产党向人民作出的庄严承诺。“脱贫攻坚已经到了啃硬骨头、攻坚拔寨的冲刺阶段”，为打赢这场硬仗，最高领袖指示说：“脱贫攻坚任务重的地区党委和政府要把脱贫攻坚作为‘十三五’期间头等大事和第一民生工程来抓，坚持以脱贫攻坚统揽经济社会发展全局。要层层签订脱贫攻坚责任书、立下军令状。”而到2020年中国现行标准下的农村贫困人口将全部脱贫，意味中国将提前10年实现联合国2030年可持续发展议程确定的减贫目标，也为全球减贫治理提供了“中国方案”。
