CCTV News (Reporter Ren Jia):On the morning of October 28th, the new book "Belt and Road Big Data Report (2016)" was released in Beijing, and Du Ping, executive deputy director of the National Information Center, released the report. Tian Jinchen, head of the comprehensive team of the Office of the Leading Group for Promoting the Construction of the Belt and Road, and director of the Western Department of the National Development and Reform Commission, attended the conference and delivered a speech. This is the first comprehensive annual report in China to comprehensively evaluate the progress and effectiveness of the Belt and Road construction by using big data technology. It is also the first time in the world to evaluate the progress and effectiveness of the Belt and Road construction in countries and regions along the Belt and Road and domestic provinces and cities.
The report was directed by the Office of the Leading Group for Promoting the Belt and Road Construction, compiled by the Belt and Road Big Data Center of the National Information Center and published by the Commercial Press. Yizamp Technology Group provided major data and technical support for the report, which is the world’s leading big data and cross-border trade and financial group. The report brings together about 300 billion pieces of data from major international and domestic statistical agencies, news websites, social media, forums and other Internet channels, involving over 5PB of original data, covering 64 countries and regions along the Belt and Road Initiative. From the international and domestic perspectives, the report constructs a comprehensive evaluation system for the development effectiveness of the Belt and Road Initiative, including country cooperation index and provincial and municipal participation index, and discusses the hot topics of the Belt and Road Initiative such as international capacity cooperation, regional cooperation, RMB internationalization and cross-border electronic commerce.
International cooperation: Russia ranks first.
The "Country Cooperation Index" developed in this report is a series of evaluation indicators and evaluation methods built around the five major cooperation priorities of "Belt and Road". Specifically, it quantitatively evaluates the country cooperation between China and more than 60 countries along the "Belt and Road" from five dimensions: policy communication, facility connectivity, trade smoothness, capital financing, and popular support, and forms a comprehensive evaluation index.
The evaluation results show that among the 64 countries along the Belt and Road participating in the evaluation, 32 countries belong to "to be strengthened", 17 countries belong to "gradual expansion", 13 countries belong to "rapid advancement" and 2 countries belong to "deep cooperation", among which Russia, Kazakhstan, Thailand, Pakistan and Indonesia rank in the top five.
The evaluation results show that the effect of policy communication between China and countries along the Belt and Road is good as a whole, political mutual trust has been significantly enhanced, and communication facilities have basically reached "interconnection", while the level of facility connectivity has obvious regional characteristics. Thailand, Singapore, Malaysia and China have the best air connectivity; Russia, Kazakstan, Mongolia, Myanmar and China have the best energy facilities. Pakistan, Laos, Russian Federation, Kazakstan and Mongolia have the best cross-border communication facilities with China. In terms of trade and investment, China’s foreign investment cooperation is relatively smooth, and the national cooperation projects and projects have a good momentum of expansion. China’s investment cooperation with Russian, Mongolian and Southeast Asian countries has achieved remarkable results. At the same time, the report also points out the aspects that China still needs to improve in international cooperation. At present, the growth rate of China’s foreign trade has slowed down, and the level of financing has obvious differences among countries. Only with Southeast Asian countries, the construction of financial support environment is relatively good, and other regions need to be strengthened. Although the construction of people’s hearts has achieved remarkable results, it needs to strengthen in-depth and sustained information communication and more targeted public opinion propaganda.

Provincial and municipal participation: Guangdong ranks first in the country.
The "Participation Index of Provinces, Regions and Cities" developed in the report is a systematic evaluation model and method system around the three levels of "foundation-action-effect", which comprehensively evaluates the participation of 31 provinces (autonomous regions and municipalities) in the "Belt and Road" construction and its implementation effect. The results show that 5 provinces (autonomous regions and municipalities) are at a "low" level, 9 provinces (municipalities) are at a "medium" level, 12 provinces (autonomous regions and municipalities) are at a "high" level, and 5 provinces (autonomous regions and municipalities) are at a "high" level, including Guangdong, Zhejiang, Shanghai, Tianjin, Fujian, Jiangsu, Shandong and Tianjin.
Through the collection and analysis of data, it is concluded that there is a big gap in the participation level of the "Belt and Road" construction among provinces (autonomous regions and municipalities). The provinces and municipalities in the eastern coastal areas scored the highest in the comprehensive evaluation, while the northwest and southwest regions need to be strengthened.
At the same time, the evaluation results of the report show that since the "One Belt, One Road" initiative was put forward, the "One Belt, One Road" policy environment has been optimized, the management system has been basically sound, policy documents have been issued one after another, the financial guarantee has been gradually strengthened, and the supporting construction of related facilities has been accelerated. In the past three years, the construction of parks abroad has gradually increased, and the level of connectivity of railways, aviation, highways and ports has been continuously enhanced. In terms of foreign investment, all localities have a high enthusiasm for participating in foreign economic and trade cooperation, and the momentum of foreign direct investment is good. 81.7% of provinces and cities have foreign direct investment of more than 1 billion US dollars, and 77.42% of provinces and cities have foreign direct investment growth rate of more than 20%. All localities actively participate in overseas project construction, with Shandong, Yunnan, Guangdong, Sichuan and Beijing ranking first.
It can be seen from the report that the comprehensive influence of participating in the "Belt and Road" construction has begun to appear. Xinjiang, Fujian, Guangdong, Shanghai and Beijing rank among the top five in domestic influence, while Shanghai, Henan, Beijing, Guangdong and Zhejiang rank among the top five in foreign influence.
The report also gives suggestions on the parts that need to be improved in the construction of the "Belt and Road": the construction and utilization rate of supporting facilities need to be improved, and the comprehensive benefits need to be improved; The potential of foreign trade and economic cooperation needs to be further developed, and the participation of western provinces and cities needs to be strengthened.

Industry prospect: five major industries are concerned
According to the report, China has carried out international capacity cooperation with more than 20 countries. From a global perspective, headed by India, the media and netizens in the United States, Australia, Britain and South Africa are most concerned about China-international capacity cooperation; Among the countries along the "Belt and Road", media and netizens in India, Singapore, Pakistan, Malaysia, Russia and Indonesia pay the highest attention.
From the perspective of industry prospects, capacity cooperation in five major areas, such as automobiles, building materials, steel, railways and information and communication, has attracted the most attention from overseas. Among them, Southeast Asia is most concerned about automobile, steel, electric power and information and communication industries. Central and Eastern European countries intend to attract China’s infrastructure investment and build a logistics center in Central and Eastern Europe. Northeast Asia is most concerned about capacity cooperation, automobile, real estate, parks, highways and power grid construction.
From the perspective of willingness to cooperate, 61% of national netizens have a positive attitude towards China’s promotion of international capacity cooperation, and their cooperation intentions are mainly divided into three categories: First, they hope to cooperate with China to jointly develop third-party markets; Second, I hope to improve the quality of domestic infrastructure; Third, I hope to provide a financial support platform for regional capacity cooperation in China.
